In late 2005, ORION was engaged to conduct a comprehensive review of Johnstone Shire Council, following a report by the Queensland Treasury Corporation which stated that the Council would not survive unless fundamental changes were made. In March 2006, ORION's recommendations were presented to Council for extensive community consultation. However, three weeks later, the Shire was severely damaged by Tropical Cyclone Larry. ORION prepared an amended report to take account of the new circumstances. This report was unanimously adopted by Council. The Queensland Premier, Peter Beattie granted the Shire a $9 Million emergency package which was conditional on the Council implementing the ORION report.

The report has become a reference point for Local Government in the cause and resolution of long term financial problems.
