  Description The Local Government Act requires Councils to report on water cross-subsidies in the Annual report, using some complex economic theories and guidelines. This Guide attempts to explain what is required in a simple, step by step process in using common accounting terminology. It has been reviewed by the Queensland Competition Authority. ORION also has available for clients a spreadsheet model which can produce the necessary statement from base data input.
